Starting Domestic Service

Starting Domestic Service Starting water service is easy. Simply fill out a Domestic Water Service Request form and mail, fax or hand deliver it to Coachella Valley Water District along with a $100 residential deposit or $250 commercial deposit, along with proof of property ownership.

  • If you are a property owner: To start service at a location where there is an existing connection, please contact the Customer Service Department. All accounts, whether the property is to be rented or leased, must have owner authorization to setup a tenant account. Please note that there are separate forms to request residential and non-residential service. Residential service is for homes, apartments, condominiums and other dwellings in which people live. Commercial service is for businesses, office buildings and other needs. Mailing address and fax number are listed below.
  • If you rent or lease: Property owners may authorize their tenants to be billed directly for payment purposes; however the owner will be responsible for all unpaid charges. The tenant portion of the Domestic Water Service Request form must be completed to provide contact information to CVWD, in the event of an emergency or notification of tenant(s) at the service address is necessary. This is very important in order for us to maintain our level of quality service.
  • New Residential Development: Domestic Water Service Request form (New Meter) is for newly developed residential homes.

Establishing credit

The new account holder will be required to establish credit worthiness before service can begin. The applicant can demonstrate established credit by showing they received service for 12 consecutive months from their previous water provider without being discontinued for nonpayment. Prior service must have been in the applicant’s name to use for establishing credit. If credit worthiness cannot be established, a deposit will be required.

Coachella Valley Water District is committed to providing superior customer service. To protect our customers from identity theft, you will be required to provide proof of identity when establishing or changing water services. Only the primary applicant listed on the service agreement will have access to account billing and payment information. If you would like a spouse, relative, or 3rd party to have access to your utility account billing information, please add that information to your application, or send written authorization to our Billing Department by mail or by fax (760) 391-9634.

How to Stop Water Service or Update Mailing Address

For your protection, written confirmation of a request to stop water service or mailing address change is required, and may be delivered as follows:

  • By Fax: (760) 398-3190, please allow 48 hours from date received in office for processing
  • By Mail: CVWD, P.O. Box 1058, Coachella, CA 92236 Attn: Customer Service (once received, please allow 48 hours from the date received for processing)
  • By Email: Email your request to customerservice@cvwd.org
  • In person: Coachella or Palm Desert locations

Please allow 48 hours from the date of change request for processing and update.
Accounts are not closed or re-opened automatically. It is your responsibility to notify our office to discontinue service.

Move In/Move Out

When service has been discontinued, the water will be turned off. If a renter is being billed and notifies the District that they want service stopped, water service will be transferred to the property owner’s name, if owner has made these arrangements.

If you are a renter, please note: If the property you rent has a new owner, it would be helpful to advise them to contact our office for account transfer to assure uninterrupted water service.
